The two presidents, Cyril Ramaphosa of South Africa and Paul Kagame of Rwanda, had announced their commitment to a normalisation of relations  earlier in march at the African summit in Kigali.

The ministry also expressed its angst for the repeated summoning of the Rwandan high commissioner in South Africa.
